Delegates

Delegates (Blue Badge) are credentialed representatives from member Covenant churches. As credentialed representatives, Delegates vote on important policies and procedures, presented to the Annual Meeting. Delegates receive a comprehensive manual (at the Annual Meeting) which includes reports, statistics, ballot information, etc. Delegates are provided with premium seating as well as given the privilege of speaking during the meeting and voicing their position on matters. One Representation per Delegate

A problem can arise when a delegate wishes to represent two separate entities at the Annual Meeting (i.e. someone is coming to the Annual Meeting to represent their place of work and also wants to serve as a delegate from their home church). There are several scenarios that can occur (outlined below):

• A pastor who serves two churches can not be listed as a delegate from both churches. The pastor must declare which church they will represent. Also a pastor in a dual role can not represent one church and be an alternate for the other. Anyone serving as the chair of a board can only come to the Annual Meeting in that capacity; therefore, they can not also serve as a delegate from their church.
• A member of the Covenant Executive Board is automatically a delegate to the Annual Meeting by virtue of their position. Therefore, they can not serve as a delegate from their church as well.
• Since elected members of the Council of Administrators are automatically delegates to the Annual Meeting, they can not serve as a delegate from a church either.

• I am pastor of a local church, am I automatically a delegate? No.
• Do delegates have to be members of the church they represent? Yes.
